Established in 1965 to regularise milk co-opertives and to enhance their productivity with new technology, the National Dairy Development Board was set up which is now known as one of the biggest white revolution in the world. Mantan tells a version of the organisation's early years when corrupt local politicians, middlemen and an uneducated community's prejudices had to be overcome. It tells the story of opposition of this movement by Sarpanch(Kulbhushan Kharbanda), voices of progress raised among peasants by Naseruddin Shah and Smita Patil.
