Sanjay (Govinda), an honest police officer, is determined to bust the crime world which has taken over the city. The criminals with their shrewd lawyers and paid-off politicians have made a mockery of justice. Against these odds he arrests the underworld kingpin Jagannath (Anupam Kher), but he is released by his seniors because Jagannath is helped by corrupt police officer (Gulshan Grover). Shocked, he decides to quit his job. He is also pained to see that his mother (Asha Parekh), a public prosecutor, fails in sending criminals to jail due to the limitations of the legal system.
His father (Shashi Kapoor), himself a senior police officer makes stupendous efforts in his fight against crime, achieves initial success against Jagannath only to be eventually murdered by him. The police, once again, do not succeed in nabbing Jagannath. Sanjay feels he has had enough and decides to get after him himself.
Now, Sanjay becomes a criminal in the eyes of law and loses the love of both his beloved (Sonam) and his mother. He wages his lonely battle against Jagannath with the help of police commissioner Durjan (Kulbhushan Kharbanda) and acquires sufficient evidence to convict him. Sanjay wins back his beloved's and his mother's love who now defends him and succeeds in sending Jagannath to the gallows. He fulfils his father's wish who used to call him 'Raiszaada' son of a rich man not by wealth but by virtue and proves the honesty always triumphs.
